The Town of Stallings wants to help residents understand the process and connect with the appropriate party when an issue arises.

Who Is Responsible for Fiber Construction?
Fiber installation is generally performed by private communications providers and their contractors—not the Town of Stallings. Providers determine where they will expand their networks, select their contractors, and establish their construction schedules.
Federal and state law generally allow communications providers to install facilities within public rights-of-way and, when applicable, existing utility easements. The Town cannot prohibit a lawful installation, but it may address matters within its authority involving public safety, Town-owned infrastructure, and applicable right-of-way requirements.

For property damage, yard restoration, irrigation systems, invisible fences, landscaping, service interruptions, or contractor conduct:
Contact the fiber provider or contractor responsible for the work first. Ask for a ticket or claim number and keep that number for your records. The provider or contractor is responsible for investigating and responding to these concerns.

Did the Town hire the fiber company?
Generally, no. Fiber expansion projects are private network projects and are not Town construction projects. The provider determines its service area, contractor, and construction schedule.

Why are crews working near or in my yard?
Work may be taking place within a public right-of-way or an existing utility easement. The location and scope of rights-of-way and easements vary by property. Town staff cannot determine private property boundaries or provide legal advice regarding a property-specific easement.

Does fiber construction mean I have to purchase service?
No. Fiber being installed in your neighborhood does not require you to purchase service from that provider.

What should I do if my property is damaged?
Contact the provider or contractor first and request a ticket or claim number. Take photographs and document the location and date of the damage. A report to the Town does not replace the provider's claims process.

Can the Town require the provider to reimburse me for damage?
The Town does not determine responsibility, compensation, or reimbursement for private-property claims. Those matters must be handled through the provider or contractor's claims process or other remedies available to the property owner.

Can the Town tell me when construction will begin or end on my street?
Providers control their construction schedules, which can change because of weather, utility conflicts, crew availability, field conditions, and other factors. The Town may share reliable information provided by the companies when available but cannot guarantee construction dates.

What should I do about irrigation systems, invisible fences, or other private underground lines?
Residents should identify privately owned underground facilities in areas where work may occur. Utility-locate services may not mark privately owned lines such as irrigation systems, invisible fences, private lighting, or similar improvements.
How the Town Can Help
When a fiber construction concern is reported to the Town, staff can review the information, help identify the responsible provider when possible, determine whether the concern involves public safety or Town-owned infrastructure, and coordinate with providers when broader or recurring issues are identified.
The provider or contractor, however, remains responsible for investigating and resolving private-property damage, restoration, service interruptions, and contractor-related concerns.
